replacing seacocks

I am replacing my seacocks for trudesign (8 in total). I can sand the surroundings of every gap/hole back to the fiberglass (brownish colour), but with to gaps/holes in the cabinet next to the engine (port side) there seems to be a white layer on top of the fibreglass. Does anybody know what that is and if the new epoxy will attach to that layer?
