Over - heating problem

As soon as I start the engine clear water pours into the bilge from the over-flow just below the expansion tank cap. The water level in the expansion tank does not drop so this must be sea water - but the two should not physically mix !  The core of the expansion tank looks fine but I planned to change it in any case. However the mechanical engineer reckons this can only be a blown cylinder head.

Has anyone else come up against this problem with the Volvo Penta ?
